Doing Scenery things - blocking LOF and stuff. Wouldn't they work pretty much like ITS Objectives (Panoplies, Tech Coffins) that can be used either as Scenery or Markers? What the hell is up with that interpretation. So you're simply going to ignore that it's still scenery and thus should provide Cover? I'm not arguing that having it work like that is pretty stupid. But Scenery should be an unambiguous term in the game.
When I play with my friends, we allow panoplies, antennaes, and such to be used as cover. But that is house-ruling, not official ones.
I'm not fond of how it works, but I won't make house rules for scenery just because I don't like it. You're really allowed to use scenery items for that, no need for house rules.
For them themselves to be hit or targeted. For example in missions where destroying a certain piece of scenery is a mission objective. With a silhouette value attached to it LoF is easier to identify
