I think it's part of their training. They have to survive with no equipment in a scum overcrowded place and are viewed there as scum because they are allowed to do whatever necessary to survive

He's also got a Kuang Shi Control Device, but the Kuang Shi says they need a Celestial Guard with a Kuang Shi Control Device in their combat group...
Probably, but whether that means the device is disappearing or changing function or moving unit or.... - who knows. I do think they'll fix him in ISS before then, though, seems too accidental atm
Or it is just there when you lose the Kuangshi control celestial you can still blow up the banelings with this Adil guy.
