But they could be written a little bit more "explicit" that you cannot sync already synced civilian ;) (as there is not "requirements" part, and only indication is that it takes short skill to "stop CivEvac state")
Uh, third bullet point of the Sync Civvie skill requirements: The targeted Civilian cannot be in a CivEvac state with an enemy model http://infinitythewiki.com/en/Civilian_Rules Not sure how they can make that more explicit.
Synchronise Civilian Requirements bullet 3: The targeted Civilian cannot be in a CivEvac state with an enemy model. How much more explicit would you like it to be? EDIT - ninja-colbrook strikes again!
Any chance we can @ someone in CB to clarify the whole “does the Xeno provoke AROs” thing? At least to get an FAQ? I wanna now if I should be abusing my Hsien HMG + Shaolin Monks interaction with it...
I got from a good source that RAW you can do that combo you are thinking. That won't prevent CB to go against the RAW, of course, or (I hope) "patch" the Xenotech. Specially since you can "waste" 2 orders to plant the sensor (assuming you suceed on the roll) and then use the civilian as shield without impunity...
Is there a reason the "xenotech" can't just be a supply box style token that is carried and freely traded between actual units as opposed to this weird civilian thing that acts as a small debuff for individual strong units.
I really like that idea. It's a nice and pretty clean solution to this issue, since you cannot attack Neutral Civilians, and thus you shan't consider them as a threat you must react to.
@ijw does this mean that the trooper deployed as the Xenotech's handler cannot be in a fire team? When reading through the Sync Civilian rules and the CaseEvac rules I didn't see anything saying that the Civilian entered the G:Sync state, but very easily could be missing something.
It's in the first Effect of CivEvac state: A Civilian in CivEvac state is considered to possess the G: Synchronized Special Skill. So no, no Xenotechs synched to someone in a Fireteam.

If you start a sentence with "I want to know if I should be abusing...", then the answer is probably "no".
