    ITS Season 10's rules state:
    Season 10's Highly Classified says
Specifically, what's the intended interaction with the basic rules for using the red and green decks? Is either of these correct:

    A) One choice: The TO can choose red or green for any missions which have the Extreme Mode rule. All other missions may not use Extreme Mode

    or

    B) Two Choices: The TO chooses red or green for missions which do not have the Extreme Mode rule, but can choose Red for missions with the Extreme Mode rule, even if he chose Green for the remaining missions.

I think its fully modular. Either extreme for all Missions, or HCL Red/ rest green. Both are valid choices. The seasons tend go to give more choices to TOs nowadays

What is the difference between the two mods ? The classified list is not exactly the same but I don't find any other difference

Extreme mode require MORE stuff being done to make the Classified. For example, a normal mode might ask for a single Coup de Grace to fulfill the Extreme Prejudice Classified, while the Extreme Mode version asks for two or three Coup de Grace during the game.
