What if Jammer's Isolation was persistant only in Jammer's ZoC

For Ghazi, Zulu and Hecklers, sure. But CB could expand the availability of Jammers onto HI, and SpecOps with Hacking Devices are already legal targets. It'd be worth remembering if they went with that change.
