Depends a bit if you go for the Germanic version or the Nordic versions. Shapeshifting, yes, impersonating, no. More mermaid and less Zues/Loki. I'd interpret it more as a Decoy, Holo1 or Holo2 trooper than an Impersonation trooper.
Remember this is a starter for a simplified version of the game, I highly doubt we'll see two different marker states like Camo & Impersonation or Holo at the same time (and we know camo is in there from the Guilang and Daofei) Most likely it'll be Camo/TO, or a markerless skirmisher like the Morgan, Gangbuster, or Locust.
Since one is "Special intervention and recon' and the other is 'ambush' I would speculate camo infiltrators for both.
Preorder mini seems to be a mercenary ninja that goes with Pano, YJ, 012, and Combined. Kunai solutions mercenary ninja
I assume these may be some of the first purpose built N4/C1 minis as well so maybe we’ll start to see those mimitism -3, hidden deploy units that Carlos said is now a design possibility...I’m honestly very excited to see all that’s in store

We already know that at least Saito and some other clans worked for both sides at some point. 3 Fusiliers No surprises, just hoping we get and interesting Profile or two. 1 WinterFor Orc Troop Again no surprises, hopefully with updated cost/Profiles for N4 and a Sval only variant with X+Mountain Terrain (equivalent to Snake Eater version). 1 Nøkken, Special Intervention and Recon Team Reading up on the matter it appears they almost exclusively share the shapeshifter traits in between different tales. Impersonation being in Code one is a bit of a surprise though. However Camo is definitely in there so "just another Marker State". 1 Infirmarers of Saint Lazarus Military Orders Doctor? Sounds like LI/MI instead of HI to me for one reason or the other. Can't imagine having another HI Doc in Sval next to the Hospitaler, but Hospitalers kinda have this medic thing attached to them that makes this an easy grab. 1 Knight of Justice (KOJ) of the Order of the Hospital Best bet is that's the Light/Medium HI on the cover battling the Daofei. Probably Sval's take on HI in Magister class armor. 3 Zhanshi Same as the Fusiliers. 1 Daofei Tactical Section Don't expect big surprises but hoping for new Profiles for the Sectorial as usual. 1 Guilang Skirmishers Same as Daofei. 1 Hùndùn Ambush Unit While that sounds like another Camo troop, the "Ambush" part makes me think it will be using the new combination of Mimetism(-3)+Marker State+Hidden deployment. 1 Jujak Regiment, Korean Shock Infantry Screams MI to me, might be interesting.
I'm gonna make a wild guess - ninja will be an impersonator (maybe simplified to camo + super long deployment in C1?); ninja's description just sounds like an impersonator to me tbh: "Security resources is what Kunai Solutions offers. No such much hyped for the new (or even repacked?) Line Troopers here, but that was to be expected, as the box should serve a double task as starter box and sectorial entries ... so this will count up to 10 Fusis and 10 Zhanshis for me ... please let it be at least new poses and NOT inculde the paint-set minis. Apart from this I kinda miss a Nisse here, a MMR would be nice ;-) Okay the Orc from Ice Storm has made it into the frozen depths of Svarlaheima. For the Nokkon Mermaid I am also on the markerstate-side here and aquatic terrain, just for the name. For the Infirmares I also bet on a doc, because google shows me that. MI is more than possible. A second HI is unusual, but something form the Hospitaller Order should be clad in heavy armor. For the Yu Jing side I bet on a non-swc Daofei and a Combi Guilang. As Hùndùn means chaos and it is named a ambush unit I hope for an unlikley third markerstate and something unusual for YJ - ambush camo. The Jujak Regiment, Korean Shock Infantry could add another rare MI unit for the empire. I still miss a Thai-themed unit somewhere in the future. The Merc-Ninja could be the start of a whole new merc-series, replacing all the old its and pre-order mercs, that would find a new home in the NA2 sectorials.
A Wardriver was the pre-order bonus for Coldfront two years ago. I doubt they'd repeat a model that quickly.
I must admit that I like the new cover art. It's funny how yet again CB pushes sword armed Daofei but he lacks any cc oriented skills. Unless something change in C1 or N4. On one hand I'm happy CB avoided additional new type of cheer leader units into the box but on the other the box is not really buyer friendly for existing PanO and YJ players. Also It's good to finally see some non Chinese troopers. Yet another exclusive ninja miniature. It's almost like CB is trolling us...
We've had how many Brawlers? How many Joans? Authorized Bounty Hunters? They absolutely, 100% would repeat a model that quickly. Wouldn't be shocked if they did it this way because their webstore's preorders have been lackluster.
ABHs and Brawlers have multiple loadout options. Wardriver is AVA 1 hacker, that assuming people are even fielding it with anything resembling regularity. Ninja merc available to multiple factions makes all kinds of sense.
My Wardriver is currently doing work as Jazz. Merc-Ninja offers a lot of "generic Sk" proxy options, but with LI Saito floating around it's not that unique.
Ambush troops in INFINITY usually means sapper. Doesn't seem like a Code One rule with the changing silhouette but who knows. It'd be novel in Yu Jing.
Wardriver is an AVA 1 Hacker...but so was Alguacile Hacker in Merovingia, and they made a whole new model(purposely left out of the Alguaciles box to boot!) just to milk that option. ABHs and Brawlers both have multiple loadout options, but so what? All they did by featuring things that way is screw over the final boxed sets. I mean...not really? It being available to YJ would have been aces, since that was the whole basis of why they still have Ninjas in the first place. Feels forced to add them being available to others, IMO. Would have been nicer to just add a WarCor or a special VIP model.
Something would be left out anyway, at least Alguaciles got LGL out of it. If you want an example of screwed over box set, look at Securitate. Again, I see no issue with a unit being clearly described in fluff as a mercenary, and made available to other factions. It's like saying that CJC units in QK feel forced in. Warcor or something like that would be more universal, true, but also less exciting.
