Just avoid the Chromebooks, those are lists and lists of gear. Or Maximum Metal (full cyborg conversions. Unless you go with a Gemini, forget about being a PC for long XD). Rache Bartmoss' Guide to the Net was quite great. I hope Alt Cunningham will show up on the PC game... with her AI friends from the fringes of the net XD
Sable seemed to have picked up a lot of influence from Moebius in their art style. Looks great, hopefully the game is too.
Most of the CP2020 books are up on Drivethrurpg for decent prices, the system is dated and buggy but the attitude and style is ever present. It's also worth mentioning that the author of the RPG, "Maximum" Mike Pondsmith, was hired as a consultant for CP2077.
Could have been 3rd person rpg, seeing as the witcher franchise was done in that format it's would have been a reasonable presumption. It's pretty early days yet though, they could always go the bethesda route and give us both
1st person combat/exploration with 3rd person for conversations and cutscenes. Your custom designed character will still get plenty of screen time. Sounds very much like the Jensen Deus Ex games, but with more of an RPG focus.

3rd person RPG, just like the witcher, it was a logical assumption to believe they would go that rout. If I play an RPG I want to see the avatar and all the customisation I do, if it is a first person, I want a first person shooter, not an RPG. personal choices but that is what I prefer, 1st person RPG are dead on arrival for me.
Cutscenes (and conversations maybe?) and driving at least will be third person (kinda shame, I actually would have preferred 1st person driving), so you can see your character. So it'll be a cross between Deus Ex and Mass Effect in that regard. Personally I would always prefer 1st person as it's a lot more immersive, but for Witcher 3 kind of melee combat, 3rd person is pretty much mandatory. Though there was a 1st person mod for it that only switched to 3rd person during combat and it looked great.
Well, it was basically said already, but if you look at it from certain angle, Witcher could easily fall under the category of "Action/RPG with camera that works generally better with particular kind of action the game includes in mind", which is applicable to what Cyberpunk is going to be, I guess, heh. On third person perspective, I wouldn't worry. CDPR weren't busy improving their cinematic presentation (see Wild Hunt -> Hearts of Stone -> Blood and Wine) just to shoot themselves in the foot by tossing all that experience away.
The things I hear are fine, I am just not enamoured with 1st person gameplay for an RPG. Practically everything I hear except it is a 1st person shooter sounds magnificent! Also Star Control makes a comeback with Star Control Origins..... please let it be decent.....
