No. You only get to delay with SSL2 in ZOC or if the Troop provoking the ARO is in marker state, basically. Even better through a Dazer or Nimbus because then the Kamau cant even outright kill the REM with 1 DA round vs 2 levels of unconcious.
That's why he's firing on the second short skill, after the Kamau has already declared their ARO (BS attack against something it can see). You are correct if the Gwailo fires first.
It goes like this: SEF player: I declare a Move as my first short skill VIRD player: Since I have LoF to the M-drone I have to declare a dodge or shoot at it SEF player: I declare shoot with the Gwailo
