If you got to declare Fireteam Leader when the second short skill was declared, that would work. Otherwise you're just saying "I want fireteams to be bad."
When you're choosing to shoot a team member who is not the leader, you are also taking a risk by offering normal rolls to the leader. Ever been in the position where peeking around cover and shooting order-for-order isn't possible and you just have to move and hope that your opponent prioritises challenging the team leader instead of sacrificing their expensive ARO piece to kill a lesser member? My best Infinity experiences are when the game forces me or my opponent to make those choices. I do think that if you only get bonuses based on number of models with vision, the bonuses may need to at least start earlier, which could also incentivise Duo which is a fireteam I very rarely see.
This could work if Coherency is checked differently. Or if the "active" model of the Fireteam is no more linked to the FT Leader. Yeah, it could definitely work...
