My point, even if such experiment had its place, it was abandoned decades before WW2. A lot of retarded stuff was happening in first two decades after revolution or so, I wouldn't be surprised if something like that occurred at the time (I doubt it was entire military wide though), but I'm pretty sure proper structure was in place by 1941. Not that it helped, for various reasons. You know what, I should dig up some info. Sounds interesting.
