The Parthenon incident: Corruption and murder on the human edge

So awhile ago I had an Idea for a narrative campaign which I'll finally have the time to run over the next few weeks. Thought I'd also post it here so if anybody wanted to play in it or run one themselves they're welcome to do so. It's currently a living thing, I've got phase 1 sorted and I have the mechanics for the end game sorted but the middle is still up in the air so you'll have to bear with me

HOW IT WORKS
Instead of territory or campaign points each faction is looking for dirt on the other factions before a major inquiry represented by datafiles. at the end of the campaign there will be an inquiry where each faction can sling the mud they've found at the others (or conveniently bury it if it incriminates them), followed by a vote for the new colony commissioner between everyone that hasn't been disbarred (or more likely convicted for [bribing / blackmailing / spying on / performing-secret-under-the-table-black-ops-for / murdering] the commissioner) by the result of the inquest (SPOILER: everybody in this campaign has something they want to hide).

BLURB:
Parthenon is a new colony on the Human Edge as part of a multinational effort between most powers in the human sphere and headed by the O12’s appointed commissioner Shenjouk Passad.
Three weeks ago a routine mining operation discovered signs of a past civilisation on Parthenon, two weeks ago Commissioner Passad was found dead in his apartment, his cube gouged out. What was an air of mutual distrust but co-operation has rapidly become clear divisions between the groups which established the colony. Passad had no clear successor, and in this situation the Commision will be decided by a vote, one which will very much decide the future direction of the colony.
Before that however there will be an inquiry into the circumstances and reasons for what was clearly an assassination, the hypercorps are already racing to their lawyers, circling their wagons and initiating their own intelligence gathering.

Spoiler: The factions

Panoceana:
Technicorpa conglomerate.
Technicorpa have strong roots in the region and are one of the named stakeholder companies in the colony

“Look we’ve been here since the foundation of this fine city, the employment rate of the local population? Technicorpa is 20% of it. Your hospitals and schools are owned and subsidised by us, we are invested in building a better community here in Parthenon.”

Hypheristoma.
A company mainly orientated around mass extraction and civil engineering Hypheristoma have fingers in a good many pots around the colony.

“Despite the recent levels of criminal activity threatening progress on the processing plant we remain on schedule we’ve found an extra 25m N¥ to subsidise improved security for the plant, it’s workers and the surrounding area. Hypheristoma is dedicated to protecting its workers and its interests around Parthenon.”

Yu-Jing:

Bansen Unified Interest.
The banking conglomerate of BUI is an incredibly important market presence, they have very few operations on the colony but are one of the main financiers and creditors.

“Our query simply regards where Hypheristoma is finding the money to finance these operations, a large quantity of public money has been channeled into the local infrastructure projects run by Hypheristoma and their quarterly statements would point to these projects coming in significantly under budget were it not for the use of certain external contractors.”

Kuàilè niú
The main importer of food and produce, Happy cow hold the deeds to almost all the surrounding farmland and a vast swathe of open jungle and swamp, sold off at a bargain price.

“We would like to remind the Rodgers prospecting operation that the grid reference where they were extracting is KN land, digging it up and taking it away without prior consent does not make it less so. And that Hypheristomas attempt to purchase that area using Rodgers illegal and illicit prospecting reports constitutes insider trading. The area is an outstanding location of natural beauty and KN is dedicated to its safe preservation”

Nomads

Tunguska Consolidated Partnership.
A thin veneer of respectability over what is basically an organized crime syndicate, they run a variety of ventures around Parthenon

“TCP have no idea what you’re talking about, the bar in question was sold to the current occupier “Fubohashi Unified Chemical Keratin: ALEPH division” more than a year ago as certified by the records that both we and the O12 commerce registration board provided. The activities you’re calling us to testify on only began in ‘the last two to three months’ as pointed out in the testimony your agency has put forward. We will not be speaking any further on this matter however we will be pursuing slander charges against Technicorpa for trying to defame TCP with yet another baseless accusation.”

The Union:
A Corregidor organisation dedicated to improving the situation of its members who are often employed by the other corporations particularly Hypheristoma.

“These documents clearly indicate gross negligent and perhaps even malicious conduct towards the health and safety of our member from Hypheristoma. As such all labour will be withdrawn until the conditions at the site have improved and the affected workers are properly compensated.”

Haqquislam:

Yaadgar Biotechnical Industries:
YBI are a respected pharmaceutical firm renowned throughout the sphere, while the majority of its breakthroughs come from human medicine there is talk that YBI has a more secretive division of scientists reverse engineering tohaa and CA tech and that facility is rumoured to be on Parthenon.

“The medicine we could potentially make with the proteins harvested from the forests west of Parthenon are of benefit to the entire human sphere, and yet KN is totally denying access, the Hadrokaris Europodis trees they do cut down are being burnt despite our generous offers of compensation and our O12 rights to biological material relevant to science harvested on Parthenon”

Ariadna:

Merovingian Security Services.
The Ariadnan security contractors are well known for their discretion, and of course their resilience to modern info warfare and their ability to operate without support in the wilderness, this makes them a popular security choice for outlying colonies such as Parthenon.

“Our ranger teams have prospected the 500sqm of woodland around the Calisto mountain range and have identified several excellent sites for potential facilities in the area. The perimeter defenses put in place around each site could be disabled for the nominal 5m N¥ finders fee or transferred with the survey details for 20m N¥ along with other on site security”

Tohaa:

The Trifecta.
“This planet was originally charted by the Tohaa empire two thousand solar years ago, by our laws it is our property however we are willing to share this world with humanity in order to promote peace and the greater good against our common enemy: the combined army. However do not simply think that you can ‘cherry pick’ the best sites for yourselves”

The Combined Army:

Deep range recon and survey fleet.
The planet has recently come under scrutiny by a combined army patrol and some of the outlying settlements are putting forward unsubstantiated reports of alien sightings.

Aleph:
“As an O12 representative has been killed this investigation it hearby falls under our jurisdiction, make no mistake Aleph will be devoting as many resources as can be spared to the member nations pursuing the perpetrator and motive for this crime, however this will not be at the expense of stability the Parthenon project .”

Spoiler: Phase 1 Mission

Phase 1: Faux Outrage
In the wake of the Commissioners murder security forces are scrambling to round up every unsavoury character in the colony, whether it’s thorough altruism or because of a guilty conscience is unknown.
"Of course everyone at Hypheristoma Corp is devastated at the sudden violent death of the Commissioner, he was a great man and a fine leader for this colony. Of course it's too early to speculate but the terrorists targetting our refinery may well be related to this shocking attack."
"We will of course be dedicating our own security teams to the sweep and forensic effort to find those responsible for this heinous act!"

PHASE 1 MISSION: CRACKDOWN

Mission objectives:
Shakedown.
There are three civillians along the centreline of the board 12” apart.
Forces are looking to identify and synchronise these civilians by any model entering Base to base contact and passing a WIP check, models possessing a Bio-metric or multispectral visor or the sensor skill gain +3 to the roll.

Right to arrest:
The following units do not need to test in order to synchronise a hostile civilian:
Nomads: Moderators from Bakunin, Securitate, Aguacilles
Ariadna: Metros, Loup garaou
Yu-Jing: Celestial guard, Bao troops, Imperial agents (all)
Panoceana: Black friars
Haqquislam: Djanbazans
NA2: Bounty hunters, Kempetai

The mission lasts the standard 3 rounds

MISSION REWARDS:

• Synchronised the same number of civilians at the end of the game 1 Datafile
• Synchronised more civilians at the end of the game 2 Datafiles
• Synchronised the opponents HVT 1 Datafile
• Stopped the opponent synchronising your HVT 1 Datafile.
• Complete individual secret objective 1 Datafile

Spoiler: Restrictions for phase 1

PHASE 1 RESTRICTIONS
BLACK OPS
In each mission players must obey the following restrictions:
1: LIMITED INSERTION: armies are limited to a maximum of one order group
2 FACTION: players must play the same faction throughout the campaign (this is not limited by sectorial)
3 SPEC OP each list may include a 12 Xp spec op, the spec opp must remain the same throughout the event however they will receive +5 XP per round
4 DOGS OF WAR are being used, as these are deniable operations they are actively encouraged
5 LISTS: a player is not limited to a set number of lists, however to keep things running please work out possible lists for appropriate missions and situations ahead of time rather than at the table.

How to win the campaign:
Playing games gets you Datafiles, each datafile will do something or discredit somebody and at the end there will be a phase where each faction flings evidence at the O12 inquiry board. Each faction will have five endorsements for the new commissioner post, these are reduced by 1 for each nasty little secret your opponents expose or repaired by 1 for each one you spin to big your own faction up. If you reach 0 endorsements you're out of the competition.

For each faction there is also one piece of irrefutable evidence that they really don't want exposed, if it comes out it's 2 black marks that can't be removed.

At the end of the s**t flinging phase there will be a vote between the survivors the winning faction appoints the new commissioner (and win), the second place get deputy commissioner job (and also win if they have certain advantages on the winner)

Factions can trade datafiles 1 for 1 and can also give each other inviolable promises of support, so there will be yet more wheeling and dealing.

• For Panoceana, Yu-Jing, Haqquislam, Nomads and Ariadna they are looking to win the vote.
• Tohaa win if they back the correct vice comissioner before the vote, (Not in control but certainly in influence)
• Combined army win if there are enough discredited players that no commissioner is elected. (utter chaos)
• Aleph wins if one faction receives ten endorsements (a resounding and stable victory)
• NA2 win if they have enough datafiles to entirely discredit the winner of the vote (A war is good for free companies)

The data files all exist but not in a easy to print and use format (without some faffing) so they'll be up when I sort that.
The secret objectives aren't sorted yet but if needs be can just be classifieds (ps suggestions and comments welcome)
