Super simple newbie question

When a trooper declares a move and then a bs attack for his activation, and an enemy trooper declares for his ARO a bs attack, does the enemy fire while the active trooper moves, before his bs attack, or is it a face to face roll?

 

Thank you so much. I wasn't finding a definitive answer in the quick start rules.
