I'm aware that you are arguing this. My point is that either it should always be valid to include Climbing Plus, or never. Not somewhere vaguely in between.
I'm saying that it's always allowed to include it (when the declaration is valid). 1. Check declaration is valid (the fact that you can't declare Assault while hanging on a wall has nothing to do with C+) 2. Check path is valid (this is what we're waiting for IJW to clarify) They're separate steps. It's as coherent as anything else to do with when you get to use C+.
