B) Alternatively, this Special Skill counteracts the limit on Command Token use imposed by the Strategic Use of a Command Token, increasing it to two. I can use effect A or B, indipendently , or the effect B can be activated only if the effect A is activated? For: example,: I use effect B to cancel 4 order on a group. Thanks
B refers to the strategic use of "limit the amount of Command tokens your enemy can spend in the first (if going first) turn to 1", so you could spend 2 instead of 1 during the first turn for coordinated orders, restore Fireteams, etc...
The opponent must choose between A (take 2 regular orders from your order pool) or B (limit to 1 the Command Tokens you can expend in that first round), you apply the effect of counterintelligence depending on his choice. It's two different effects. See Command Token use: Only during the Tactical Phase of the enemy Turn the player can spend one single Command Token to perform one of the following options: Nullify two Regular Orders of the enemy Order Pool during that Turn only. The player using the Command Token will decide from which Combat Group or Groups the nullified Orders will come from. The player can only perform this option in the enemy Tactical Phase, after the Order Count. Prevent the adversary from using more than one single Command Token during that first Turn. Counterintelligence can prevent either the first one or the second one. Counterintelligence can not counter the other player's Counterintelligence.

??? If you don't have Counter Intelligence, you can't defend against the Strategic Use of Command Tokens. So the second player (B) can use the command tokens fully (A loses 2 regular orders OR is limited to 1 Command Token on turn 1). Sequence: Second player declares Strategic Use of Command Token First player declares use of Counter Intelligence ONLY IF he has a troop with Counter Intelligence in marker state or as model on the table (no Hidden Deployment, no IMPersonation, no Aerial Deployment, etc...) Apply Strategic effect to First Player, limited if First Player has a Counterintelligence troop, not limited if not. That's it. I hope this clears things better, frankly :S
