I think the crux of this is that CC and PH are both wildly overcosted for most units. Pretty much all CC units should be 2-4 points cheaper than they are right now, and MA4 and 5 are especially bloaty given how little they add over MA3 for the vast majority of situations. PH is also super-overcosted for pretty much any unit that isn't using a weapon that relies on it (grenades, primarily). Taking CC from 10 to 14 is worth a point, or maybe a fraction of a point. CC doesn't even get useful until you get into the 20+ range, generally, and its ridiculous to pay 3-4 extra points for CC skills that its unlikely I'll use. I'm actually surprised that's the case given how rare CC is even on incredibly dense American tables (and I play in an area with incredibly dense tables.) It's just very strange given how they seem to wildly undercost other types of units that are stronger on denser tables -- look at Mutts for example, or for a less but still offensive example, literally any 5-point warband profile.

Well, I really don't know. While I agree with you that CC is rare, I think it is just because you don't put yourself in any situation where it would be interesting for your opponent to go in. PH and CC are heavily related, except for K1 (doesn't exist yet) and Monofilament CCWP for CC specialists. I don't know for Caledonian and CJC players but if I take McMurrough in Soldiers of Fortune, I expect him to go in CC, especially against Riot Grrls, Swiss Guards or Avatar. Yesterday, I played two games for Kurage against CJC. I carefully avoided any involvement againt the Senior Massacre core while I killed one Intruder in CC in both games in one CC order. Things would have been way more random if I decided to shoot with my pisol or my Spitfire. In the same time, CC on heavy lieutenant is really cool thing just to stop to being a interesting receiving end of an Impersonated troop. A Speculo will always take his chance because Monofilament but a Fiday? I don't think so. Troops like Knights, Achilles, Crane and Hsien aren't that bloated. You pay for a bubble of threat at close range, a possibility to overcome random FtF in close range and deny any intent for other CC specialists who aren't as durable as you to come too close while you can dodge like a dancer all their Chainrifles. And if they have antimaterial CCWP, they can fulfill some of the current season scenarios (and I suspect CB to deliver more and more diversed scenarios so that the meta change a lot for one to another rather than "fix" units).
With additional bonus that MA grants Stealth to help with bypassing hackers and their Repeaters and Courage - which helps the knights to mitigate Religious.
