    The N4 Silent rule is kind of weirdly worded. Knives are gone, so I guess we're talking about bows here. This is the rule:

    Silent
    If you use this weapon or piece of Equipment to make an Attack while outside the target's LoF, that target cannot react with a Dodge or apply the Alert rule unless he survives the Attack (that is, isn't in a Null state after the Attack is resolved). Additionally, enemies without LoF in whose Zone of Control the Attack took place or was declared cannot declare AROs or apply the Alert rule unless the target survives the Attack. This means that these enemies must delay their ARO declaration until after the Attack is resolved.

    RAW, it would appear that the target can declare AROs other than Dodge. So hacking, pheroware, and jammer are all allowed and will make the attack f2f. But any other enemy troopers in ZoC can't ARO at all.

    Further, it appears that enemies can delay their AROs and then ARO if the target survives. So if the target survives, after Resolution they can then Dodge, hack, jammer, whatever and we then have a second Resolution phase?

    All very strange. I'm not sure if I have a question about it other than to check whether the above is correct.

    Hmm, here's a possible reading that makes it a little more consistent at least:

    "If you use this weapon or piece of Equipment to make an Attack while outside the target's LoF, that target cannot react with a Dodge or apply the Alert rule unless he survives the Attack"
    => This is referring to shooting through Smoke from outside ZoC. Normally, a target shot through smoke can Dodge, or shoot back at -6. The Silent rule prevents the target from Dodging. They can still shoot back at -6 if their facing allows it.

    "Additionally, enemies without LoF in whose Zone of Control the Attack took place or was declared cannot declare AROs or apply the Alert rule unless the target survives the Attack. This means that these enemies must delay their ARO declaration until after the Attack is resolved."
    => This refers to all enemies inside ZoC, including the target.

    In other words, if the target is inside the attacker's ZoC but outside LoF (because of facing or smoke), they can't ARO initially but can delay their ARO. If they survive the attack, they can then make any valid ARO (which in the smoke scenario would include the option of shooting back at -6) which is then resolved in a new Resolution phase.

    If the target is outside the attacker's ZoC and in the target's back arc, the target can't ARO, but that's always the case even with a non-Silent weapon.

    If the target is outside the attacker's ZoC, in their front arc, but blocked by Smoke, then the target can shoot back at -6 as usual, but cannot dodge as usual. They don't have a delay option.

    In all cases, any other units in the attacker's ZoC but without LoF must delay (or forfeit their ARO). If the target dies, those units don't get to ARO at all, or change their facing using Alert. However, if the target survives, all units that delayed their ARO can now declare any valid ARO which is resolved in a new Resolution phase.

    It's still very weird, but at least maybe not as contradictory as I first thought? Another weird random effect is that even if the target dies, and units within ZoC of the target but outside ZoC of the attacker can turn using Alert. Units within ZoC of both the target and the attacker can't turn using Alert unless the target survives. I guess the bow projects some sort of silencing field.
