more likely to be done as individual boxes/blisters. The JSA box was to try and get legacy players to replace a bunch of stuff in one hit and reduce SKU with a one off box for a small standalone merc sectorial. Replace Raidens, Kempeitei, Keisotsu, Asuka, Oniwabans and bundling it with limited edition and exclusive models. They don't need the same incentive to try and sucker the IA players.
But the 6-model box is going to have all new sculpts in it. In fact, an Army Pack would make sense in terms of getting all the new models. Either that or Invincible Army shows up in the 2019 Operation:Asskicking 2-player starter, with a beyond box to follow (which would allow for two 40mm base models, see Red Veil's Al-badass and Mansuri).

IIRC IA is confirmed to be first out the gate for 2019, so highly unlikely to be part of a 2 player box. JSA being an army box makes sense, they're a merc sectorial now and CB wanted them done and dusted. JSA box, Keisotsu SWC, Tanko, Aragoto, done. No more JSA they're finished. The second part is because they're to reselling already common JSA legacy players (over a quarter of YJ players for season 8 were JSA) a tonne of shit with the JSA box. Imagine you're a legacy JSA player and you want those new goddamn sexy Keisotsu to replace your aged potato Keisotsu. If they're sold separately, or even in a 6 model box. That's all you're gonna buy, maybe the Daiyokai blister later if it interests you. You've got Raiden, you've got Asuka, you've got Kempeitei, you've got Oniwabans and all of these models are reasonably decent looking sculpts. You don't really want or need new ones of those But CB have packaged them in a 10 model box. Now if you want those new Keisotsu you're buying all these resculpts as well, no thrifty shopping for you. They're throwing in a limited edition model and an exclusive HVT with a neko? Oh well, guess they twisted your arm there. (The other advantage is if you want to splash into Ikari from Druze, you have to buy a whole 10 model box to get the Keisotsu or Daiyokai) Compare that to someone who wants to play IA. They don't need to try twist your arm here into buying a slightly discounted box here, as you pointed out all these models are new. You don't have any of this stuff so regardless if you wanna play IA you'll probably buy a huge chunk of this stuff. Even if you're a legacy YJ player you don't have these Hulang, Mowangs or anything. At most you may have some Shang Ji that are getting redone, but you're happy to buy them they're old and don't hold up to the current sculpts of anything. Same for Tunguska most of the sculpts are new* for the sectorial so they're a pretty good parallel for a sectorial that doesn't need a 300pt deal box to get people to buy it, because the only models they're resculpting are aged turds. Mary, Zondnautica, Puppets, Hollowmen, Securitate-sort-of-they-were-OOP, amongst others are all stuff an existing nomads player isn't going to have models for. Why did MO get a box? Smart money says Hospitaler and Order Sergeant boxes are discontinued at a later date to make room for other Knights getting resculpt boxes and the MO starter box also getting dropped entirely in favour of the 300pt battle box just taking over. Additionally I think they're hoping some of the 3rd Offensive hype combined with an immediately available 300pt box will push people into trying out MO. *Securitate and Szally being notable potatos that needed resculpting
