His point is probably that you need to be taller than obstacles in order to vault them, and if you are taller than those obstacles, you're probably getting all the AROs anyway. But that ignores obstacles around you having different heights and things like infantry standing behind shorter cover that will start seeing movement if you get high enough. Sooo yeah...
