Oh wow, that's an oversight if any! Haha! The only null state the Pilot can be in that affects the TAG is Dead :p

From memory, Manned TAGs in N3 didn't go inert (state called Locked), either, that was something Remote Presence TAGs did when their Wall-E was out and about.

Done in by CB's ambiguous phrasing again:

"Pilots-of-a-Vehicle-or-TAG in Unconscious State do not contribute Orders of any kind."

    Vs

"Pilots of a Vehicle-or-TAG-in-Unconscious-State do not contribute Orders of any kind."

In hindsight, context makes it clear that it's the second.

That being said, I still don't think it undermines the central point: unlike a Posthuman that makes it clear that each Proxy is tracked separately a TAG and its Pilot are tracked together.

So I still think a TAG with an Unconscious Pilot would not contribute orders because:
"Troopers in this state do not contribute Orders during the Tactical Phase."
And that the Trooper is in the Unconscious state.
