Actually.... there is a gameplay one. To remind you they have a friggin' E/M CCW they will hardly ever use.
The only time outside of a Hail Mary that thing is useful wouldn be in Hunting Party after you stun something and want it Isolated or Immobilized as well.
Yeah, CC15 is well below the level of "competent in CC". I'd expect them to be CC18 or 19 (since this is PanO) if Akalis were supposed to be competent in CC. Singh actually qualifies as competent in CC at CC19 (and wow is that a jump up from the CC15 Akalis. I'm not used to seeing that big a jump from unit to special character!)
