To be fair, "the usual way" of dealing with a sniper is to shoot it at short range with a Combi, Chain Rifle, Spitfire, or similar high burst or easy-to-hit weapon. Most armies won't field units that will manage anything better than roughly 20-20 odds in melee against a typical sniper (20% to win, 20% to lose, 60% for both to fail at doing permanent damage) and that's way too low to bother going into melee other than as a last-order-of-the-turn desperate solution to prevent BS Attack declarations from it. And it's not like Engage will work well for the Ninja due to a) Engage having very short range compared to a Pistol or Nanopulser and b) Engage is a very good way of having your melee monster die to a melee attack from a Fusilier (You tried, Shinobu, rest in peace).
