Patently no. Hacking is an additional system. Hacking doesn't need to have a hacking device that will absolutely crush Interventors/KoJ hackers, because the K1 weapons exist and work against hackers. You can still shoot them like you did with Angus/Correira who were standing next to them. And even then if these super-strong hacking should exist, you know that Nomads would get them, right? So they can protect their super-hackers from being super-hacked and the factions that need a super-hacker to punch through a blockade of super-hackers will still have to make do with the light-weight, low-cost stuff you're complaining about.
Hmmm, I think that CB intended for the KHD to be the hacking device that does that, but it's not. Thematically, it doesn't make sense that Nomads and the KoJ are this uber tier of hacker that other hackers can't touch; Nomads are supposed to have a strong hacking game, sure, but PanO really isn't, and other factions like CA are supposed to as well. An Interventor is actually more afraid of a regular HD than a KHD, because the regular HD can hit them with Spotlight and then Guided. That's bad design. Sure, give more factions the tools to kill the uberhackers. I don't see the problem.
Well you do because of how hacking functions in N4. You can't ignore these models when the Interventor is sitting at the back of the table destroying your army through pitchers. Hacking isn't something you can just ignore anymore. You say "just go and stab him", that's a pretty unreasonable ask to make happen before it completely ruins your army, especially if you're going second at the moment. Well that was kinda the point of the KHD, you could attempt to trade for problem models with it if necessary.

Nice. I’ve been finding that an aggressive midfield hacker can do more work than the DZ hacker LT, who can’t project force until there are repeaters up. I might downgrade the Daoying to the 22 point LT profile and use the points freed up to make the Zhencha a hacker. That means both the Zhencha’s ZoC and the area around Krit’s repeater are Spotlight threat areas. It also puts a hacker forward in case you have one of the hacking Classifieds, and he can still do the FO Classifieds with Spotlight.
Yeah, and with a regular LT daoying you can have the hacker zhencha and a FO zhanshi in the core. No loss of specialists :)
