Placing decompression zones

    I have a 8" X 8" building with scatter on the roof. The scatter is separate from the building.

    Can I place the Limited Decompression zone on the roof underneath the scatter?

    If the scatter wasn't there the zone would fit.

    Edit: I think this is permitted because the roof of the building is:
    A. A surface of the game table
    B. Equal or larger than the in size than the Template
    C. Is outside any DZs

    Which means the surface of the roof appears to meet the stated restrictions.

    From a practical POV, I don't really see any issues with it either (on some tables this will be impractical and in that case I'd apply a "if you can't practically place it on the surface then you can't place it" common sense interpretation).

    No, you can't. The scatter terrain is there. You need a space where the template fits.
