    Good TLDR summary yes!

They definitely are. A boarding shotty in hit mode out of TO from behind against an advancing target is a good way to force them to spend a lot more orders on an attack run if you don't have other options (or to force bad-choices against units which were closing in on your Morans etc.). The Prowler's odds of surviving an order or two of counterfire aren't bad, either.

They're a great guard Warband when you need it now but still nothing near as points-efficient as Morlocks, still. The 6-point assault pistol/chainrifle guy is just king.

In N4, I have found that the ARO use of Spotlight from even just a pair of hackers as the opponent advances through repeaters can make any AROs less palatable.

Also that camo token that they know is an Intruder MSR can be very distracting, even though it is just a moran that let you afford an infiltrated hidden Spektr covering the perfect spot to shoot at the "intruder" from with his BShotty. Or maybe he is hiding on the other side with an MSR...

In actual ARO shooting though ... Well, playing with the intent to "actively" use AROs is just a bad proposition. Active player gets to make all the choices and gets advantages. If you must ARO then it is pretty standard, more dice for you and more penalties for them. They know you have MSV, or MM, 6s, or supressive fire and can counter.
Your best bet is usually get behind a building and go get them in YOUR active turn.
