1swc for it is expensive. Also, you are dropping it on a roll of 11-. Thats very risky. Walking from the side is sorta ok, but any decent player will protect his sides from walk-in AD troops. I also find that using forward observe is almost always a waste of orders. You are better off just shooting stuff dead most of the time. And you have enough firepower to bring down a TAG in tunguska ( or even better, make it yours ) pretty much always.
There's an understated use of the Meteor in that it's a Sensor that can start up in the table. If you're facing lots of camoed oponents, having a sensor show up out of nowhere is nice. And Controlled Jump bumps its crappy PH to 14, which is manageable. However, for Tunguska I strongly reccomend the Support Pack. Clockmakers are awesome in an army that likes their STR models (Hollow Men, Szalamandra, all the REMs and the puppets). Oh, and don't be afraid of relying on the Kriza. That dude is going to kill everything and anything on the active turn, so don't be afraid of just shooting your way through most problems with him.
I was always down on the Meteor in Bakunin, but I started using it and now I like it a lot. It's not very clear to your opponent if a Meteor is in your list since it's so cheap and a FO/Sensor/Repeater that suddenly shows up from an unexpected angle can wreck a lot of battle plans.
Well, in Bakunin it makes more sense because you can combo it with a Lizard TAG w/ HGL and make it rain on their back line.
