    Actually is a very good idea to concentrate more on "Modern Sub-Officers" of the Chinese People, rather than "Wuxia High Generals". . .

    Chow Yun Fat and Michelle Yeoh (well, She is Malaysia-born, but is always considered, even by Herself, a "Chinese Kung-Fu Actress" !!) have done not only together the doomed couple of Sword-Artists in "Crouching Dragon, Hidden Tiger" that are a clear example of People / Very Low Key "Pseudo-Noble Bourgeois" kind of "Middle Caste" but also more down-to-earth Hong-Kong styled Police Officers that could be quite amusing to somehow "Port" into a well-balanced Infinity Miniature. . .

    Madame Yeoh made a believable Chinese Secret Service Agent in the 007 Movie "Tomorrow Never Dies" and in other Movies (one awesome with Jackie Chan as the comical funny Hong Kong Cop and She as a no-nonsense Mainland M.P. that slighly warm-up in the course of the Movie). . .

    While Mr. Chow Yun Fat has practically created the trope of the "Good Hearted, but Ruthless" Gunslinger Cop that employs the twin Beretta-wielding "Gun-Fu Master" with its character of "Tequila" and has been more or less copied by other still excellent Chinese Martial Artists (such as Jet Li, usually impersonating a "Secret Agent / Assassin" or Donnie Yen, that often show a Gun-Less Martial Art Brawler). . .

    Usually those motion pictures concentrate on the Action Scenes, but very often there are some snippets of difficult life (such as often Young Spouses that have a lot of housing problems and are often pregnat with the first child) that make them very believable parts of what could be the Everyday Life of a faithful and hard-working Middle Level citizen of the State-Empire. . .

    And not many of them have a lot of "Old Styled Hearth-Of-The-House Morality Play"; there are a couple of very progresive Movies in which ALL the main characters are badass "Kung-Fu Ladies" and often one or two of them are Gay Women trying to face the prejudice of a slightly retrograde society. . .

    Or on a totally reverse of tropes one of the Spy-Movie of Madame Yeoh, have Her representing a hard-as-nails, powerful and smart Woman Agent that is courted by no less than three different Male Character (an handsome anti-hero "Honourable but Corrupted" Colleague, a Young Superior pining and whining endlessly and a placid, steady and faithful "Tech Nerd Cop" that will provide "The Man To Marry, Not The Man To Desperately Love" !!). . .

    Could be a good move to concentrate on those kind of "Street Level" kind of Characters, rather than "High-&-Mighty" that have daily meetings with the Jade Dragon Emperor. . .

    I really see this as a high possibility. Somewhat sadly, because it'd be nice to see more than just Chinese troops in the Greater Chinese Empire.

    Judge Dee (ReCreation or not) would be a very good example of a Zhanying or maybe a Pheasant. Pretty low-grade, really, the man was only a district magistrate. Basically a village mayor+judge+chief of police, all in one. And out in the boonies of China, not a big city.

    IIRC, Sun Tze was actually an Aleph-started project to influence YJ. So a Party-started project would likely be Guan Yu (better known as the Chinese God of War. Yeah. "Bad Ass" does not begin to describe the man.) No chance in hell of it being Mao, he went off the deep end in the 1960s. And actually, probably no historical characters post 1900, just to avoid recent memories (kempeitai was reaching a bit, IMO)

    Even if we are reaching the "Sensible Timeframe Limit" described by @Section9 there are also to consider Huo Yianjia (masterfully depicted in the 2006 Wuxia "Fearless" with Jet Li) and also the incredibly famous Yip Man, who started to train even Bruce Lee and was a recurring presence in Mainland China and Hong Kong before, during and after the Japanese Occupation. . .

    In fact some of the best of the numberless movies describing the semi-mythicized exploits of the "Wing Chun Sifu" (the best ones have Donnie Yen as the Martial Art Teacher) have the awesome Kung-Fu Master beating senselessly all manner of Japanese Invaders (some even Soldiers in "Full WW2 Wargear" !!) and so could be a Recreation of Sifu Yip as what just the Imperial State need to solve some issues with "Traitorous Rebels". . .

    I just want some original Chinese Characters. Xi Zhuang was a breath of fresh air and a step in the right direction, but we know nothing about him, and who knows if he even lives through Uprising and Backdoor Crisis 9.

    I think Baron von Ungern-Sternberg would be better as a Kazak/Cossack character. Recycle the old Izzat Beg profile.

    Given that halve the YJ Emperors are from the Manchurian Qing Dynasty and the obvious Manchurian influence on YJ military (Banner Troops, Braids on Pheasant, Crane, Daofei, etc), it is doubtful that YJ only consider the Han people to be "Chinese" even if they are the overwhelming majority.

    Pheasant and Zhanying sounds like two different versions of FBI agent, or possibly NSA and FBI agent. For Crane I am thinking about specifically this piece of their unit blurb:

    They are special agents, always on the road, constantly traveling throughout the StateEmpire, acting as direct servants and factotums of the Emperor. They have travelled the Human Sphere from one side to the other. They have seen nearly everything, things most people couldn't even imagine, as they are always in contact with the darkest and most squalid side of society.     Yeah, that's what I hope for, but you'd better believe that after one national identity tries to secede, The Party is going to give a very close look at any other non-Chinese national identities given much ability to leave.

    Though you do run the risk of squeezing more and more nations out the hard you try to hold onto them...


    Sure. But go read Dee Gong An, the man was as low as you can get in China and still be a government official when he started out! And Judge Dee was still Prosecutor, Police, and Inquisitor, all in one, though he did have underlings (who were 'recovered' criminal types).
