Yes: it can, but from context it's clear Hecaton was referring to the original N3 rule. Partly it's a question of emphasising with Hecaton's POV to understand his meaning (not taking a dig, just explaining what I think you're missing :) ).
"normal" as in "for the majority of N3", "how it was when he started playing" or "when Symniomates where introduced" (I'm not entirely certain which, but either would explain his perception of normal).
I actually heard that the dogs are immune to glue because they have a thin layer of oil secreted from their fur that just pushes the glue off and then they eat the glue because it's got essential vitamins and nutrients they need to stay immune to fire and armor piercing rounds.
the Loup-Garou are the rapid response troops of Merovinigia. They are trained and Equipped to respond to any emergency. They also act as a mobile police force. the viral rifles are there to handle the wolf citizens and the adhesive is for everyone else clearly.
It's in direct contradiction to their fluff. They have those non-lethal weapons because they work for nonlethal policing actions against dogfaces. Which dogfaces are now immune to. So it makes no damn sense.
where in the dogface lore does it say they they only work with other dogfaces? wouldn't make sense to use stun ammo and adhesive against the target that it effects and use the viral against the dogfaces? why does the sniper profile only have a sniper? why does the adhesive launcher profile have a shotgun that shoots AP? AP doesn't work right? I dunno, seems like they bring a lot of equipment that the dogs are immune to or aren't as effective as weaponry they have readily available.
"Their primary role in the field is to stop and capture all Dogfaces that offer resistance." So yes, their fluff strongly suggests they should have less than lethal options that work against Dogs. In N2 and for most of N3 they did have less than lethal options that worked against Dogs. Something changed towards the end of N3 and suddenly these options just didn't work against Dogs.
