This is already how the game behaves according to IJW as far as I know and remember. You don't necessarily have to mechanically place the mine and the minelayer in an exact order, but they have to be placed at the same time with no miniature or token placements between them (because otherwise you can not satisfy the requirements regarding open closed information for a Minelayer like Yuriko and there is no provision for Ryuken-9 SMG's Minelayer and Ryuken-9 HRL's Minelayer to function differently).
