    “To the citizens and followers of Haqqislam,

    We are mobilizing the greatest humanitarian effort in the short history of our nation's existence. The calamity on Concilium, the tragedy of Circulars C7, and C8, and the aftermath of the last Combined Army offensive have all struck the Human Sphere at its heart. Concilium is a Shattered Ground, devastated by ecological and environmental disaster along with invasion from the alien menace.

    Allah has put this great test at the feet of humanity, and so Haqqislam will rise to the call in the face of this tragedy. We are mobilizing all available Sword of Allah forces to begin moving to Concilium Prima, to provide medical aid, search and rescue, food and water, terraforming, and reconstruction. We are reaching out to our allies of Yu Jing, the Nomad Nation, and the Tohaa remnants to aid in this endeavor. We recognize the increased logistical problems that the loss of the Circulars incurs, but Haqqislam forces have always functioned as disparate units, and individuals. The Office of the Hachib has begun the process of activating Waqf al-Badawi charter along with other organizations to aid in the endeavor.

    Bourak beseeches to all followers and citizens of Haqqislam, answer this call! Join us! Not simply for Haqqislam and her allies, but for all of Humanity, for in this hour, it is all of Humanity that has experienced this tragedy.

    By the decision of the Office of Hachib, Waqf al-Badawi has been called to provide humanitarian relief during the Shatterground Crisis. We’re currently in the process of reactivating our protocols, and assessing the needs, as well as available resources. Inshallah, we should be on the ground and running in no time, but it will take time for the organization to reach its full srength.

    In the meantime, we've prepared a brief info-package, should you wish to know more about us.

    What is a waqf?

    A waqf is a type of a charitable foundation under Haqqislamic legal code, with traditions reaching back into the classical era of Islam. A waqf is established for supporting a specific goal - the laws mandate that once the set goal is achieved, the waqf shall be dissolved, and its assets - if possible - returned to the original donor. While certain waqfs - supporting specific institutions of learning or healing - operate de facto as permanent foundations, Waqf al-Badawi’s charter is of the more traditional kind.

    What is Waqf al-Badawi?

    It is a NGO, that is, a Non-Governmental Organization, operating under Haqqislamite Legal Code, and registered with the Divan of the Interior, with the statutory goal of providing humanitarian assistance during crisis situations.

    Our post-action reports from Novyy Bangkok and Durgama crises have been deposited with the Divan of the Interior (Naval Island, Bouraq), as well as The International Committee of the Red Cross (Geneva, Earth), where they are available for review.

    What is the history of the Waqf al-Badawi?

    Waqf al-Badawi was originally started during the Novyy Bangkok Crisis, in response to the influx of Nomad Nation’s refugees into the safety of Novyy Bangkok International Spaceport, at that time secured by the Sword of Allah (who are the official military force of the Haqqislam).

    It ended up caring for all kinds of refugees coming into NBIS during that time, regardless of their nation of origin.

    As per Waqf’s charter, it was deactivated in the aftermath of the crisis.

    However, during the Durgama Crisis, a need for a humanitarian relief organization became evident again, leading to Waqf al-Badawi activating once more, this time with lessons learned and procedures implemented from the previous crisis.

    Again, it was deactivated once all the refugees had left our care.

    Where does Waqf al-Badawi operate?

    Waqf al-Badawi operates in territories controlled by the Nation of Haqqislam.

    To avoid getting involved in international politics, we do not step outside of the borders of these. We are however open to cooperation with forces and organizations willing to secure humanitarian relief corridors leading into Haqqislamite territory, as to allow refugees to reach our aid stations.

    During the Durgama Crisis, we were able to act as intermediary between certain private operators and other nations’ military forces, allowing for a number of MedEvac and CasEvac runs from the besieged Ravenseye Orbital.

    Waqf al-Badawi has also, in the past, been able to receive a degree of support from the Haqqislam Space Admiralty regarding access to advanced medical assistance.

    How can one help?

    Please contact us via your Maya account, or in person at any of our facilities. While traditionally many of the Waqf al-Badawi volunteers have been Sword of Allah personnel in their off-duty time, we’re perfectly willing to accept civilian volunteers as well.

    We encourage refugees in our care to volunteer for the duration of their stay.

    Unless you express a wish for us to do otherwise, we’ll note your home nation’s relevant authorities of your deeds as a volunteer during this crisis. We firmly believe in giving credit where credit is due.

    We’re also willing to accept donations of material (medical and humanitarian supplies) or money that will facilitate purchase of the needed supplies on the open market.

    If you can’t afford to donate material or money, remember that we’ll appreciate a prayer in our intention just as much.

    How does Waqf al-Badawi help?

    Waqf al-Badawi will establish a number of aid stations in the Haqqislam-controlled territory, where we expect refugees to come into said territory. These aid stations will serve as reception points, providing medical aid, food, water, shelter, energy, information, advice as well as embarkation points for further transit.

    Any refugee will be provided help to the best of our abilities, then transferred to either a relief center or, if their health necessitates it, a medical facility.

    The relief center (or several of these, should such a need arise) will be responsible for making long-term arrangements for the refugees, as well as contacting their respective national entities to facilitate repatriation. However, should any of the refugees wish to enter an asylum plea with the Haqqislam authorities, we’ll do our best to have a relevant official on-site.

    Psychological and spiritual assistance will be offered to refugees staying in the relief center (judging by the previous Waqf al-Badawi operations, we tend to have adequate number of qualified field psychologues among our volunteers, as well as ordained spiritual counselors, at least regarding the main Abrahamic religions).

    Any civilian may also decide to leave the relief center, and continue their voyage on their own, whenever they see fit.

    Should any member of the armed forces turn up to a Waqf al-Badawi aid station, they will be provided the same level of medical and humanitarian help as anyone else. However, we’ll transfer such a person into the custody of the Sword of Allah as soon as they are declared medically fit for transport. As per International Laws of Armed Conflict, foreign combatants are within jurisdiction of the relevant armed forces, with their status (enemy prisoners of war, neutral internees or allied personnel to be reunited with their respective chain of command) determined by separate regulations. Waqf al-Badawi, being a NGO, is not part of that process - however, identification data for these persons will still be transferred to the International Red Cross.

    How will Waqf al-Badawi deal with missing persons?

    Waqf al-Badawi will make all necessary effort to identify every person coming into our care, and document how they left said care. This will include noting their names, taking photographs, and - if we can manage to provide necessary equipment - biometric data.

    These records will be made accessible to the International Red Cross, to help in their efforts for reuniting families, and determining fates of people gone missing during a crisis.

    Should a person die while in our care - or arrive at an aid station already dead - we’ll do our best to provide them with a proper burial according to their stated belief system (please keep in mind that epidemiological concerns may potentially override spiritual reasons). Identification data will be collected, and the burial site clearly marked.

    Should the body be equipped with a Cube, it will be extracted by qualified personnel and scheduled for repatriation.

    When will Waqf al-Badawi finish its operations?

    The statutory goal of Waqf al-Badawi is providing humanitarian relief during the Shattergrounds Crisis. As such, we’ll operate as long as there are refugees requiring our help due to the crisis.

    Once all refugees have left our care, Waqf al-Badawi will enter a post-op phase, preparing its records and accounting for assets - both material and monetary. Whatever assets remain unspent at that point will be either returned to the respective donors or, if it is economically impractical (or the donors don’t wish their donations returned), transferred to other NGO of similar nature, still operating in the area (in the past we tended to choose local Red Cross and Red Crescent chapters).

    Our records will be deposited with the Divan of the Interior (Naval Island, Bouraq), as well as The International Committee of the Red Cross (Geneva, Earth), where they will be available for review.

    Once that is done, Waqf al-Badawi’s charter will be formally deactivated.

    Waqf al-Badawi is happy to report that reis Hassan and his crew of QAS Rose of Cairo have acknowledged to us their presence in-system. Reis Hassan has informed Waqf al-Badawi they are willing to participate in relief effort to whatever extent their other duties will permit.

    For those who weren't a part of the Durgama Crisis - QAS Rose of Cairo was initially one of the ships Quapu Khalqi Armada has deployed to assist the damaged Corregidor Mothership of the Nomad Nation. Later, reis Hassan has offered to perform a MedEvac run to the Ravenseye Orbital, braving Morat point-defense fire and successfully evacuating a number of wounded combatants from its Port Battery.

    We hope the example set by QAS Rose of Cairo and her crew will be an inspiration for others.

    We have another familiar name back with us: reisa Aqeel, skipper of Shirazad's Dream. A number of families in Ariadna, PanOceanian and Nomad Nation owe their chances to put their dear ones to a proper final rest to the CasEvac operation Shirazad's Dream perfromed in cooperation with lt.col. @Drunkergnom of Ariadna Command during the Durgama Crisis.
    Reisa Aqueel has informed us of her readiness to be involved in Waqf al-Badawi efforts again, while expressing hope that fate will bring her ship less grim tasks to erform this time.

    Also, captain Aafah of the HNS adh-Dhiʼb has contacted Waqf al-Badawi, pledging a medical team from among his crew to volunteer with us, as well as lend us his Roc-class aeroorbital shuttle. We're immensely grateful for this generous offer, as both are going to be providing us with a great advantage in our efforts. Captain Aafah has also kindly asked me to contact him, should HNS adh-Dhiʼb be able to provide any other assistance.

    Waqf al-Badawi has been busy launching our operation on Concilium, as well as accepting supplies graciously allocated to us by Sword of Allah Quartermaster's Corps.

    I'd like to thank the Rector of the Bhai University for lending the Waqf use of the university campus: the student dorms and dining facilites will be of great use when caring for the refugees. Having had to deal with the issue under field conditions, I'm in awe, having proper infrastructure at disposal right now.

    While so far the refugees have been trickling our way, I'm afraid we should be expecting a major increase in their numbers.

    Also, I am glad to inform that Waqf al-Badawi has registered the Roc-class aeroorbital shuttle at our disposal (courtesy of captain Aafah of the HNS adh'Dhi'b) as an authorized humanitarian and medical transport under the banner of the International Red Cross and Red Crescent, which means the craft is now protected by the International Humanitarian Law.

    With the cessation of hostilities, Waqf al-Badawi expects that, inshallah, the stream of refugees seeking safe haven in Bhai should trickle down to a stop. Our projection models suggest that the Quantum Anomaly Zones shuoldn't cause any more people to flee their homes either.

    We'll now focus on repatriating the people remaining in our care to their states of origin. I hope we'll be able to return the Bhai University Campus to the faculty itself as soon as possible.

    We also foresee that the majority of the armed forces involved in the Shattergrounds Crisis should be leaving Concilium soon - I've already been informed that the Sword of Allah will be reducing its presence, leaving only a security and peacekeeping contingent. I expect the other military forces will do, more or less, the same.

    However, the reconstruction of Concilium will be a lenghty process. Probably one involving numerous organizations - governmental or otherwise - from across the Sphere. But first and foremost, involving the people living here.
    And these people will need supplies.

    Therefore, I ask all military units scheduled for leaving Concilium: take stock and consider what you can leave behind. There are many kinds of goods typically associated with a military force that could be of a great use for the reconstruction effort, or keeping the civillian population well:
    • field rations (being highly nutritious, shelf-stable food with extremally long storage capability)
    • weather-proof clothing (durable, warm and rainproof)
    • camp equipment (allowing for creation of temporary settlements)
    • tools and engineering equipment (from entrenching tools to heavy construction vehicles)
    • medical supplies
    • fuel and energy cells.
    Maybe not all of that is worth taking off-planet when you leave? Please check it with your relevant chain of command as well as quartermaster.

    Should you decide to leave some of the above behind, please donate it to a humanitarian NGO operating on Concilium (preferably one specializing in reconstruction projects), local civillian authorities, or - if none of the above is active in your area, simply the civillian population. Those are the people who'll make best use of your gifts.

    In extending a helping hand by transferring surplus material, we at Lt.Cuddles Peacemaker Corps would also offer our full availability to lessen your humanitarian load by taking with us any and all people currently under your custody who are looking for ways to make themselves actively useful to the current situation.
    We shall provide training and equipment to anyone interested in signin a contract with us, or with one of our contracted subsidiaries.
    All you need to do is inform the refugees about the position of tension-structure 13 near Bahi campus, which was set up according to our previous agreement, for the purpose of facilitating the transportation of materiel and people to and from our HQ in New Bergen

    Please consider that we, as a logistics company, have many available workplaces for office positions as well.
