Sure, why not? All the troops are available in vanilla anyway, so you just release a two-player starter with intro rules, while at the same time rolling out new sectorials and profiles on Army. You guys feel free to correct me as I don't play the factions in question, but Red Veil, I think, contained what may well become the starters for IA and a Haqq sectorial (Khanate?) down the line.
Short story: her father betrayed one Tunguskan mafia group to another, got money and protection. Money was used on Zoe, since she has a rare body condition akin to leprosy, but for whole body parts and organs, thus her "cyborg" looks. Protection got an expiry date, she was grown up enough and with enough skills she got a post on the Nomad Army before that and the Nomad Army (or Navy, well...) managed to call off the hit. For now, while she is part of the military. Pi Well is her "pet project", an illegal Artificial Intelligence running a scavenged chassis and the only "partner" she trusts. Grosso modo, that is her backstory. And while the Tunguskan criminal group her father betrayed might want revenge, that won't bar her from working with detached tunguskan task groups, since the Military backs her. On the other hand, she might be of a mind of "it's too risky and courting disaster", so she could not be on the Tunguska sectorial. Thus, my "it would not surprise me". Also, she is a good candidate for "Nomad character not available during next ITS Challenge", since she has a new model on the pipeline...
Well if you look at how red veil is laid out with a vanilla list that(theoretically) forms the backbone of a sectorial list later it could be something similar. Also sectorials and fireteams are a core mechanism of the game, the sooner new players are introduced to the concept the better.

I doubt Hsien will be in IA so I don't think the YJ one is the IA starter, but the Haqq starter also works as a Ramah Task Force (not Khanate) starter, like the Combined Army one does for Onyx.
Thanks for the clarification on Ramah, I just blanked on it. For my part, I wouldn't be shocked by the Hsien's inclusion in IA as it would give them access to MSV2 on an HI platform (and I doubt they'll create a redundant unit to fill that same niche). I also don't think it breaks the fluff as they're the Emperor's personal guards, not just agents who busy themselves with coercing criminals to explode on their enemies or disappearing civvies for doubleplusungoodwrongthink. But I suppose we'll have to wait and see!
While a topic that is probably better explored in the YJ subforum, I'd simply say here that I do not think that MSV2 is a niche that's necessarily going to be available to IA outside of the Rui Shi (which might see increased AVA, we'll see). At least, I don't see it as mandatory for a faction that is not about visors or surveillance.
I respectfully disagree that YJ is not necessarily "about visors," here's why: With the Japanese gone, YJ's surviving sectorial has 3 units with access to MSV1, and 3 with MSV2. To put that in context, let's look at PanO, which is relatively visor-heavy compared with other factions...NCA has 2 units with MSV2, and 1 with MSV3; ASA has 2 with MSV1 and 1 with MSV2; MO has 3 with MSV2. Looking at the AVA of troops doesn't change that picture much--Imperial Service remains in the top tier of visor-toting sectorials, and (I think?) it's the only one that slaps them on remotes. Vanilla YJ at the moment doesn't appear visor-heavy, but that's largely because JSA has always been light on MSV (just the remotes). With JSA departing, and other troops to fill the vacuum, the picture could end up looking quite a bit different. Anyway, off on a tangent! :-)
We also put MSV on our skirmishers. I think that besides Uxia we are the only ones who thought of doing that. So we may unknowingly be the visor faction. I could live with that, would certainly be more cost effective than being the CC faction.
It's been done before (Ramah task force/Caliphrate is the Haqq half of red veil) I am actually wondering whether GenCON two player set will be tunguska vs varuna as an extension (advanced rules) or replacement of icestorm
Well, I'm just saying that I don't think that it is a niche that needs filling, and that if it does there are candidates that I'd say are more likely to get them - take for instance an AD HI that differentiates itself from the Fraacta and Tiger by having MSV2. Just because it's got MSV doesn't mean it is redundant or even remotely similar to Hsien :) I still think MSV1 on HI is more likely, making the sectorial a more brute force sectorial than relying on smoke tricks (which, by the way, is also uncertain whether IA will have).
As a lapsed PanO player, I can assure you that MSV2+ on HI doesn't necessarily mean relying on smoke tricks. ;-) I think you're right. Although while Konstantinos isn't classified as a skirmisher, his infiltrating profile comes damn close to qualifying him as one.

I'd love to see a Brawler box this month, but I suspect we'll be left waiting for the dust to settle. The upcoming De Fersen looks like a nice surprise, and along with a couple of boxes makes for an easy 300pt army. Maybe even a 300pt box on the horizon?

Actually in the vids for BoW Red Veil Week Bostria said that YJ half of the box would become the White Banner Starter and Haqq half of the box would become RamahTaskForce Starter ... so new sectorials in Operation box is not unheard of ... exept the two mentioned sectorials weren't made available in Army. That would actually be a first - but not a bad idea at all. But most definately will not happen in May ;)
