We're not on the same wavelength at all. Suffice to say, if LoL is an unwanted mechanic for the rest of the game, then Morats will bend knee and get adapted. And such an adaptation may be for the better.
Yes, of course if CB take away LoL they will need heavily rework MAF and give them at least somethink to compansate, but I doubt it, because why to take away only LoL and not take away also Lieutenants?
I do think you're strongly overestimating things if you think compensation would be required, but as for the LT mechanic - why would they remove a rule that gives the army cohesion, a bit of extra orders, sets a small but tanglible benefit for the attempt at dictating who starts, and also interacts with several skills out there such as Strategos and NCO? Oh and LTs also serve as a target in some missions and as a way to structure list building and inform sectorial differences. It is far, far, far more than just a way to punish your opponent or score an easy win if you manage to plonk your Speculo down in the correct spot.
One of the options for Morats is to go the other way: effectively give them all CoC for cheap. This would make them, hypothetically, the only army that could transfer the Lt order to any other trooper on the Lt's death. It's worth noting that Ghost:Mnemonemon would also have a similar effect.
Of course, this is all speculation based on rules that don’t include the concept of irregular orders. But they also don’t include the concept of Impetuous orders, fireteams, motorcycles, strategos, hidden deployment, coordinated orders, or smoke. The reason for leaving any of those things out could be “it felt too complicated” or “We haven’t decided if it’s changing” or both. So it would likely be best to keep a few milligrams of salt handy in case your sodium levels need it.
