Even if that's true, it doesn't change the rest of my argument. Where is it indicated that spending a regular order on a trooper in a fireteam means i must make them my team leader? Where does it state being part of a fireteam prevents a trooper activating themselves in the normal manner?

I suppose that this means you could spend an order of a member without making them the leader but since the leader isn't declaring any skills or orders you'd have an active model that can't declare any skills. We already know that spending a regular order doesn't kick them out.
Why would the activated trooper not be allowed to declare any skills? The fireteam didn't activate so the team leader not declaring a skill doesn't matter. Why would being in a fireteam prevent a member taking a basic action in Infinity? Just because the fireteam rules don't explain what happens if i perform a basic action, i don't think that means i can't perform it. The precedent is fireteam members can declare different skills. Such as different AROs, coordinated orders, etc, this simply means they are no longer part of the fireteam. The rules even say all AROs must be the same but explains what happens when they do not. The same goes for the active turn if members join coordinated orders or use camo etc. How is a trooper activating camo if i can't spend a regular order on them in most cases? I see nothing preventing a trooper spending a regular order and taking a basic action without involving the team leader or fireteam. The rules seem to assume fireteams always declare a team leader and activate the fireteam. The fireteam rules failure to mention what happens when performing a basic action should in no way prevent me from taking it.
Because the rules say that a Fireteam activates together. The rules literally starts with (emphasis added): During the Active Turn, Fireteams behave differently from other Infinity troopers, as explained below: Are you really running the argument "the rules don't say what happens if I do X, so I should be able to do X"?
In addition to what Mahtamori said, a trooper can reactivate Camouflaged state by being the Team Leader. You don't need to add 'extra' rules for it. The other issue is that even if you could spend a Regular Order on a single trooper in a Fireteam, that doesn't fulfil any of the Fireteam Integrity bullet points to make them leave the Fireteam.
Yes. But the rules do say what happens if I do X. It's called spending a regular order. The fact the trooper I'm spending it on is in a fireteam seems irrelevant. The fireteam rules don't say anything about this. Pretty much everything in Infinity behaves differently and the rules are listed just as they are for a fireteam. If you claim that behaving differently prevents a trooper who is not the team leader from activating... what else does it prevent them doing? I don't think you can draw a line in the sand from that text. You're right, it doesn't. But I'm more concerned if this is possible now. The fact there are no rules stating any consequences may be an oversight but this issue isn't relevant until we decide whether it is or is not possible. So i assume spending an order on a trooper who isn't the team leader means, no fireteam bonuses, and it follows the integrity rules afterwards like coherency. While fireteam bonuses are lost, it does stop the entire fireteam activating which may be beneficial.
That would mean things like "hey, I activate Cordelia, but the team leader of the Duo is still Scarface. Since she is not, I use her to move and heal Scarface without generating more AROs and not needing to dismount Joe"... not to mention "I will charge with this Samaritan and eat your poor [insert cheap troop here] but the team leader is one of the Xeodrons of the Haris, so you won't get any ARO against them!" Considering how zany things can get, where I usually play we just spend a regular order on a guy and say "this dude gets out of the fireteam and does X", or activate the fireteam and leave the guy behind/moving on another direction (something needed with the Kidnapping secondary objective).
