I think being IMM2 does not prevent a TAG to control or add points for controlling a sector, thus killing it is better than just IMM2 it :( (you save in orders)
Haqqslam can too. Nomads have by far the better repeater network in the game. Haqq is probably the second. It is one of the aspects that ALEPH always lacked, and still lacks to this day. However, most of our hackers are assault hackers in the fact that they are pretty good gunfight pieces. They are mostly ok moving up and using guns to mop opposition, different from the approach of either of those factions ( where most of your hackers are hackers only - their guns are a last ditch defense) So... yeah. We lack repeater coverage, and that is particularly felt in case of dakini links. But at the same time we can stick hackers on almost every link, and most of our hackers ( danavas excepted ) can handle themselves pretty well in a gunfight.
I'd also say the new Apsaras KHD can't really do well in a gunfight, compared to any other ALEPH option at least (no form of CH, no NWI/Dogged, not even Courage). Also the Deva regular HD is pretty expensive for a gunfighting specialist compared to ALEPH's other options. That all said, I mostly agree that ALEPH's hackers are a much more solid choice for a gunfight, kind of playing into the theme that ALEPH is a bit more jack-of-all trades, and elite, than some factions, whose specialists are really, well, specialized.
