I often find in PanO sectorials I prefer Trauma doc + palbots instead of a linkable doctor. His saving grace might be linkable filler..... which is saying something.....
Lazarus looks like another version of the Reverend Healers, who are never taken because they are stuck with far too much bloat. The Nokken seems like the Locust 2.0. I'm hoping the Nokken is cheaper at least because the Locust's main problem is that hes too expensive for what he does. The knight of Justice is SUCH a disappointment. Its just a Father Knight with proper MA skill. Big deal. Nothing game changing.
He costs 2 code one points which translates to something in 20s range in big boy infinity. Already better than Rev Healer. I doubt there are OS in Svarla because they are quite old sculpts and OS as a link discounter for hospis is for MO. He reminds me of Hortlak Janissaries as a discount option of big dudes for their paintrain - of course those are skill soup and 1.5 wounds, but they pay for all of their gear and skills.

They are just ninjas with climbing + and no infiltration. They have the worst BS out of all PanO profiles in code1 tied with remotes (I don't think that 2 new units would have less than BS12). Glad that YJ is getting hundun as reliable sniper.
KoJ is a kick in the teeth for Fatherknights, but they'll need a rework to be any good either way. Ninja Sniper with old point formula would be garbage, lets see if CC bloat on a BS11 Sniper is the death sentence it would be in N3. Ninja having Camo means Marker States are definitely in N1, which means the Nokken is just a less badly optimized Locust. FD1 ODD is extremely disappointing, I really hope he's missing some fancy Skill not included in C1. Lazarus faces the same problem as the Ninja... CC Bloat below usable levels would be terribad to be burdened with in N3. Maybe N4 adjusts what you pay for that? Not very optimistic. 6-2 base for HI is hands down great. Not so great if Difficult Terrain remains the same though. While I can see designspace for missions that make things problematic for a certain troop type, this doesn't strike me as good design so I hope 6-2 isn't the double edged sword it is in N3.
I think it will matter more in the context in N4. With the new MA2, CC23, BS14, and 6-2 movement, it will be a significant threat. With its Armor 5 and the new Crit mechanic, it will probably be pretty good (if expensive). Edit: I can also see KOJ could be the new name for Father-Knights.
Did people really not like the locust? I love the locust in NCA. He's kinda pricey but the boarding shotgun and shock marksman rifle has done good work for me. If I'm going 1st he can be a good active turn killer and drop mines in the mid field to be annoying. If going second I typically use him to funnel impetuous guys into bad spots where a sniper can pick them off.
While kinda new, I'm well aware of the PanO characteristics. The BS11 "sniper" ninja that shoots about as well as one of my Kazak's is the surprise here.
As someone who used to be on the frequent receiving end of the Locust, I've certainly come to respect the Boarding Shotgun profile with tools like Drop Bears and Grenades. I think he's an underrated semi-alpha striker in NCA.

It is. Problem is WIP12 Lt to get that first turn ;P Otherwise it's fragile 30pts unit which cannot be (as easily) used. So Locust is good/strong when used in good circumstances, but does drop sharply in use/results if circumstances are not good for him (though DropBear + BSG is something which can give PTSD to opponent if used right).
