Indeed it's the risk, they have to be fair and box the most commonly played units together, then the others in single blisters. Statistics provided through ITS already helps CB determine wich units need a sculpt, they should definitely do the same for boxes.

I mean, it's clearly PanO armor. But, since Arslan is a Merc, I suppose it's possible he could be wearing PanO style armor.
Let's be real here sometimes they sculpt absolutely random crap. Like look at the Celestial Guard box. Nobody in their right mind takes a CG spitfire, if you bring a Spitfire in that link it's on a Crane for obvious reasons. The sculpt that actually gets used that they didn't bother to do? Boarding Shotgun. Jeez, they put one of those in there I would've bought 2 boxes.
The Druze do use panO combi rifles and the sectoral does use their drones. I'm just trying to think of a pano mini or dossier that has the baggy pants. Especially Varuna being the new thing for them, all swimsuit tights. But then I found the baggy pants and holster. Would fit with the recent med pistol too.
Better we should check the Raul Spector dossier and check if by chance this ex Hexagon operative (obviously all good PanO character must be ex-PanO) doesn't have PanO boots and leg-guards (he has faik). This can be Raul Spector.

It's still fewer SKUs than heavy weapons in blisters. Yeah, they're about the oldest models in the entire Infinity range. I don't mind the Traumadoc, but Quasimodo the Machinist didn't look good in 2006.
