Of the 26 missions, 5 is not using classifieds at all, in 15 more there are no more than one (1) classified that you can replace with Secure the HVT. Only 3 mission has 2, 2 mission has 3 and there is the (in)famous Highly Classified. Apart from these 6 missions you are free to kill irresponsibly and call it a game.

For sure, but your link just mentions items and buildings. The rule says elements. Could be everything then. :) Nevermind, found the old post myself. They should add this in the FAQ. Newer players maybe don't know that there was an old forum.

I don't disagree, but that's how Palanka did it, either stating the answer, or quoting the post that answered the question and marked it as solved.
I don't entirely disagree, but if you check the specialist bonuses you'll find that they apply to the Xenotech as well. So having "the right specialist" is REALLY important in any mission where you'll be using your Xenotech too. I hear you, but I think that there's also a decent chance that these can provide an opportunity to break a tie in something like Rescue or Capture & Protect where picking up the extra for your classified might sometimes be more straightforward to accomplish than achieving the mission.
