So there's the idea of a "hard counter" in game design, where bringing the counter to an opposing strategy guarantees that the strategy doesn't work. Infinity technically doesn't have those, because most things are done with the rolls of dice, but you get the idea. This is in contrast to a "soft counter" which merely provides the ability to counter an enemy strategy, and it still has to be leveraged properly, and allows for counter-counter-strategies and so on. However, a soft counter can be very strong, or merely weak. My assessment is that KHDs aren't a strong enough soft counter to high-tier hackers.
