You can freely rearrange your models unless you make a roll or a measurement, at which point the specific model(s) involved are locked in.
Seriously, the result might just as well be “get out pencil n paper, mark each camo marker and roll for everything” as an agreement between players. 9/10 are fake rolls but the notes will tell you which is the real one. -Protege, the Aristeia! Star.
I don’t think that you can do fake rolls or measurements in infinity. There is a lot of tactical info that a clever player can learn during opponents deployment phase. Latest FAQ certainly clarified how deployment works. I think that following is the optimal procedure: 1) Deploy HVT 2) Deploy mandatory combat jumpers 3) Deploy overextending infiltrators and impersonations 4) Deploy all troopers and deployables but be careful to not roll for anything or measure ZoC, because if you do , anything rolled or measured can’t be moved. Ask opponent to look away if you have hidden deployment troopers. 5) One at a time, roll for booty and metachemistry and if necessary alter deployment of all non-measurement/non-rolled troopers. Ask opponent to look away if some of the measurements are hidden info like camouflaged minelayer etc. 6) After last trooper subphase, create all fireteams. Fireteam trooper position can be adjusted slightly to create better fireteams.
