I think this is something that really needs clarification because it affects stuff retroactively. Other rules problems appear and you can discuss it calmly with your opponent. This is something that backlashes later if both players have a different reading on things.
It’s the 40k lesson: At the start of the game, you need to stop and discuss the known issues with your opponent. Or, at the latest, as soon as you spot the potential for the issue. So: Do you have a hacker? Do you have holo echoes or holoprojector? If you answer yes to either question, stop and make sure you’re playing using the same understanding of the rules.
