I think Victor Messer is a new interesting contender for best hacker. He may not be the best offensive hacker but he is a toolbox of utilities :
HD+, D charge, nanoscreen + short range weapon, double DTW... Plus 2 pseudo-W with his NWI

 

Considering that he's pretty likely to face Trinity, NWI isn't that great. He's interesting, but not a contender in my eyes.
