    I am sure you played 3rd edition were skill requirements were needed to be resolved at declaration making it almost a pure move first then do something meaningful, how many times I read complains about baiting, been unable to respond and the horrors of sixth sense hacking (thought that was fault of sixth sense and not the resolve at declaration).

    There is no perfect system and creative players will find a way to force their opponents in a situation they cannot respond and be "baited" in a sub optimal play.

    Meeting requirements at resolution removes the N3 baiting issues.

    Being forced to declare Move first as active player removes the N4 baiting issues.

    Just because a perfect system doesn't exist doesn't mean that it can't be a better system. N3 baiting was extremely mild compared to what we have now.

    That is just a theory, testing will reveal what issues the suggestion may have.
