I doubt that. I would still play them because I want more of certain troops and I want the advantage of fire team movement. It wouldn't be bad of they make a few troops only available to the sectoral like Gwailos in Shasvastii.
Half the reason I play sectorials is for theme, anyway. If I want to make a "Morat" list, I'll play MAF, even if the mechanical benefits of doing so are slim. I'm only going to play vanilla Combined Army if I'm making a "combined" list that includes multiple forces, or if I'm trying to play a theme that current sectorials don't support (such as an all-EI/Ur units list).
I'm starting to feel they should give up on the Vanilla-Sectorals and give single core fire team to each faction but only the basic troops and no additions like wildcards, and no Haris either. Wildcards should be a sectoral only thing. But then to @Hecaton 's point, why do sectorals? Well if it's very specific, like I mentioned, then the reason to play a sectoral is so you can have a fire team that's not a basic troop and can mix them up a little. I could take a Zhanshi team in general list but really I want to play Zuyong, but to do that, I need to do IA. Or I want to play IA with a Zhanshi core with a Shang Ji and Haidao. Which can't be done in General Yu Jing. Example: Yu Jing: Zhanshi Combined: Morat Vanguard PanO: Fuisiliers Nomads: Alquaciles etc.
Except that even without the advantage of Fireteams, many vanilla factions are top performers. So you've got a massive balance issue you need to address.
