Missed this It's a complete mess. Assisted Fire and Enhanced Reaction have targets, Controlled Jump doesn't, White Noise doesn't, Cybermask doesn't and most of the EVOs don't. You have to read the text of each individual program and see if it mentions a target. I really should build a table for it. There isn't any 'targetless' hacking programs. The targetless trait allows you to target a point on the table rather than a trooper, so 'targetless' things still actually have targets. This is what Assisted Fire says: "The target must be a REM from the same Army List as the user, and must be inside the user's Hacking Area." And this is what Overclock says: "This Hacking Program affects all the friendly REMs possessing the Repeater piece of Equipment from the same Army List as the user." Affects rather than targets. Tl:dr Gunmage pretty much nailed it, but it's not as clear as it could be.
I think remote heavy lists are fine, they just require more careful thought during deployment as you have a lot of S3 and S4 bases to hide. If you're going second, the remotes left out to ARO are easily outclassed, even with Overclock, by an MSR in the backfield. Heaven forbid that it's an MSV2 MSR with smoke support, in which case you'll start the first turn with most of your stuff dead. As others have said, I think that remote heavy lists do the best out of Vanilla, because of access to Interventors and Zoe/Pi-Well, but here's a take on a remote heavy list in Corregidor with the aforementioned Jaguar link (which is GREAT and everyone should at least try it): Jurisdictional Command of Corregidor ────────────────────────────────────────────────── GROUP 1 | 10 WILDCAT Lieutenant Combi Rifle + Light Flamethrower, D-Charges / Pistol, Knife. The Wildcats can start outside, at least, as can the Bandit. One could make the argument for taking a sole Wildcat Lt (very obvious, unfortunately), dropping the HRL and the Haris guy and replacing them with a pair of Morans (probably need to lose the Zondcat), but I don't think you have enough in the way of hacking to really make that safe for your EVO, which is why I didn't do it. That play is much stronger out of Vanilla. If I was playing Vanilla, you'd probably see something like this, which I think is stronger due to better board coverage at deployment, and has more options in general.
