I agree for the bonus +3 or the +1 Burst but the -3 (or -6 for MA5) is stated to work in any kind of face to face. See above : I admit that on martial arts it's written that the bonus are for CC. And the bonus are clearly. The question is the malus to the opponent. I have always read it as working in any kind of FtF. Are you implying that it only work if he declares a CC attack against your martial artist? In that case, the "how to read CC chart" is written with errors.
The user of Martial Arts needs to declare a CC Attack for it to apply. The target will take the penalties on any roll they use in response for a Face to Face roll.
