As an Ariadna and PanO player who picked up JSA I voted for Tunguska! The Securitate are brilliant, the shirt+tie under their bulletproof vest screams Corpsec and I've been tempted to pick them up as CSUs and RPG minis. The Kriza is a solid beast advancing with his BFG, and the dreadlock cables are a nice design feature. I also like the asymmetric shoulders. The Heckler is a trenchcoated goon, hard to go wrong with that. The pose is nice too. The Hollow Man is my least favourite, an excellent miniature but just not as awesome as the rest.
That is a very tigth choice. I choose the Coldfront Box over the Tunguska Starter and the JSA Box because I voted the Tunguska Starter for best of 2018 ;-) Tunguska is - in my opinon - the best Starter since now. Very charcterful and nice poses, not a single exception in design. Coldfront gets you the most cool models for your money. Aleph rework is very good and the Yadu is one of the coolest new models out there (sadly that´s not true for the follow up box) together with the evenly good but different TAK Starter (except the clumbsy big guy) this makes a very valueful box. JSA Box is my third place. Kuroshi, Sektion 9, Kempetai and the stylish HVT - very good work here.
TJC, aesthetically, was a huge winner. I don't play TJC and I bought that box on principle... Creativity of that kind should be encouraged. I vote for VIRD though. What VIRD represents, in terms of rule creativity and innovation, was a really big deal for PanOceania.
I have to agree with @barakiel . Varuna has been awesome for Pan-O & the starter adds a lot of variety in terms of the profiles available (whether or not it functions as a Starter per se with so many SWC options in there).
Aesthetically, Tunguska. The Securitate are awesome with that armor vest over the suit. Yes, even over the Ghost in the Shell expys in JSA. But in terms of 'best buy', I'd definitely have to say JSA. At least four models that you'd want (Daiyokai, Celty, Major, & Batou), all in a single box. I already owned enough JSA that I didn't need to buy the new box except for the Daiyokai and the models made me decide to pre-order it. I don't know that Varuna is super-interesting as a box, but it's definitely the most interesting sectorial of 2018!
