Hi. The Annexn4 rules say that to create a DUO, in addition to having a unit in the Sect. Army List, it is enough to have a Special Skill or program: The Trooper possessing this Special Skill must belong to a Sectorial Army List, or have a Special Skill, piece of Equipment or Hacking Program that allows its use. (Bold text missing in requirements to create Core/Haris/Enomotarchos) But in the basic rules of the fireteam, these points are mandatory: FIRETEAMS: BASIC RULES COMMON REQUIREMENTS ◼ To use this rule, a player must field a Sectorial Army List, an Army List that specifies that Fireteams are available, or have a Special Skill, piece of Equipment or Hacking Program that allows its use. ◼ A Fireteam can only be composed of those Troopers listed as being able to compose Fireteams. As I understand it, "Listed" means the location of the fireteam in the sectorial PDFs, but for vanilla there is no Sectorial PDF. So, сan I use DUO in Vanilla Army?
Short: NOPE Long: as you already said. No sectorial chart for vanilla, so no Duo allowed Edit: the "program" bit is a relic of the past

Mostly a relic from N3, the Fireteam rules weren't really touched and will be revisited once all the other changes with N4 have shaken out over a season of two of ITS
Because they're probably still (re)considering whether to bring back the N3 fireteam-enabling stuff. For the record, the N3 TeamPro: http://wiki.infinitythegame.com/en/TeamPro If that still existed in N4, you'd be able to use it to make a Duo.
Wait for March. Rumormill has Fireteam Updates/Changes on the horizon with their rererelease. As of right now, no Vanilla Duos in N4.
