An AD Doctor that's cheap and fast will always be welcome. As has been said, if you could take Tomcats in Haqq, people would, even though they're only WIP 13 Doctors! If Hakims are WIP 14 Doctor+ troops with slightly buffed stats to show them being a bit more of an elite team (PH 11, ARM 2, BTS 3, that sort of thing) and ADL2 and SMG/BSg then I think they'll be extremely popular. I know I'll take them; I love Doctor+ and AD troops, putting them together is just gravy. And then it means that RTF has some great tactical flexibility with medics. Do you go for a Tuareg Doc or a Hakim? Either way you've always got a medical specialist ready to go wherever you need them to be.
I think the engineer nasmat in the box is just to give the updated design for the nasmat for any engineer models you have. 2+3 nasmats is unprecedented, but they just released the Tanko box with 3 models so, who knows.
Maybe in Ramah, Nasmats provide orders for all our big expensive troops. In Ramah, maybe Nasmats are also Koalas. Maybe in Ramah, Nasmats can be included in fireteams. In Ramah, maybe Nasmats have super jump.
