The Holoecho state says '3', not 'Up to 3'. When creating a courtesy list, Army6 allows you choose a number of holoechoes to deploy. Is this an error in army or is it acceptable to deploy 1 Ayyar as 2 Naffatuns as shown in the screenshot?
In theory, the books have more importance than the Army when it comes to rules, fireteams and the like. Also, RAW reading doesn't seem to allow the deployment of less than the full compliment of echoes, per @ijw interpretation. So, I'd say it's just a convenient way to program the Holoecho thing for V, since you can choose 1 or 3.
Even though that is the correct ruling, it still poses a significant problem when someone can submit just 1 echo as a legal list through OTM, play through most of the day, then discover during the last match his courtesy list is actually wrong. You can't really penalize him when he was simply operating under the impression Army was giving him the correct information.
I think, next time you're in town, read your local commuter traffic's rules regarding tickets. Hint: regardless of whether you get on the trains you need a valid ticket. Just getting past the zombie choppers (I actually haven't heard what they're called in English) is not what the ticket is for. Same goes for a lot of things in modern societies. Such as taxes; just because you can get an accountant to say it's okay or you can get an online helper software to tell you how much you need to pay, doesn't mean you're clear if they missed a tax (incidentally, this happened to someone in my closest family recently, was a bit of a shocker for them to get a letter from the "IRS" asking for equivalent of $25k) You're responsible for knowing the rules and being able to validate your list yourself.
