I remember reading somewhere that Samariter are supposed to also have NCO like the other Umbra.
Does anybody know where that was or if I just imagined it?

You imagined it. Only the Legates and Nourkias are supposed to have NCO.

On the subject, was it intentional to not give the Nexus Lt with Spitfire/Nanoscreen the NCO skill? Because it clearly, and obviously, calls it out as being the Lt profile.

Similar circumstances either have the Lt also possessing the NCO rule, or provide a regular non-NCO non-Lt option so that the Lt isn't so obvious. (ala the N4 changes to Mowang profile)

Interesting....yeah, this looks like something that either implies NCO is supposed to be private information, or they forgot to give the LT option NCO. Technically it also implies that the non-NCO one is supposed to be an obvious lieutenant, but that seems kind of pointless given it's just kind of an okay gunfighter rather than something particularly special.
