I checked the sectorial chart and they do not have duo listed. In the Druze charts they only have special which I thought was odd. If they can't duo in Ikari is it then a bug that they have the duo skill listed in army?
Forming a Fireteam Duo requires both the skill and permission from the Sectorial charts. The skill is part of the profile and shows up in all Sectorials and vanilla. Though they have started hiding them in some Sectorials, but it's an ongoing process. In this case though, even if only the skill was needed, Scarface and Cordelia still couldn't form a non-Special Duo because they are different Troop types, you could only form a Duo of 2 Scarfaces or 2 Cordelias, which isn't an option as they're both AVA 1 characters.
I agreed with them having the skill but unable to use it. But I don't understand why CB store advertises them as duo in QK/DB/IK
Perhaps ikari sectorial chart have an error. This fireteam duo is basic in game mechanics and, specially, from Scarface's background.
